154 Public Housing units located in Reedsport, Yoncalla, Oakland, Roseburg, Winston, and Riddle. HADCO is the landlord with the rent based on total household adjusted gross income. To be eligible for Public Housing, the total household income must be within 80% of the area median income and the family must pass a background and reference screening.

The Low Rent Public Housing Program is an income based program where the tenant rent is based on 30% of the family's adjusted gross income. The units available are duplexes or four plexes throughout Douglas County.

Interested families may apply via mail or hand delivery to our administration office located at 902 W. Stanton Street, Roseburg, OR 97471. The wait list is averaging six months to two years for most locations and the Roseburg 1 and 2 bedroom wait list is three to four years.

Qualifications for the LRPH Program are as follows:

  1. Must be within 80% of the area median income.
  2. Must pass a criminal background check.
  3. Must pass reference screening.

The Low Rent Public Housing Program has six projects located in Roseburg, Oakland, Riddle, Winston, Reedsport, and Yoncalla. HADCO provides the refrigerator and stove and pays for water, sewer, and garbage for all units.
